Qualifications:

The EC Group was formed in 1996 by Edward G. Keebler and Sam W. Klickovich and was founded with the goal to provide the highest quality, most cost effective, professional environmental consulting, hydrogeological, and project management services to business and industry.

Consulting/Project Management Services are provided to our clients throughout the United States via our offices located in Hammonton, New Jersey, Frankfort, Kentucky, and Garden Grove, California.

The company is headquartered in Hammonton, New Jersey and all administrative functions are conducted out of this office. The California office was formed in March of 2000 in Fullerton, California. In 2005, The EC Group acquired existing consulting companies in Frankfort, Kentucky and Seal Beach, California. The New Jersey and Kentucky offices provide services to our clients’ facilities on the East Coast and in the Midwest. The California office provides services to our clients’ facilities on the West Coast and throughout the western United States.

Sam W. Klickovich, Co-Founder/Director

Mr. Klickovich provides daily operational, financial and management input to The EC Group. Mr. Klickovich is responsible for the management, oversight, and quality assurance/quality control on all environmental assessment projects for the companies.

Mr. Klickovich has over 17 years experience and has been responsible for the management of environmental assessment, remedial investigation, and remedial action projects with budgets up to $ 3 million.

Mr. Klickovich was a Senior Project Manager for a Regional Consulting Firm prior to formation of The EC Group.

Mr. Klickovich performs Industrial Site Recovery Act (ISRA) project management and Preliminary Assessments (PA), Site Investigations (SI), Remedial Investigations (RI) and Remedial Action Workplan (RAW) and is the key outside consultant for a New Jersey Utility Company and a National Retail Pharmacy Chain. He also performs Phase I, Phase II and Phase III Environmental Assessments for major financial institutions.

Mr. Klickovich has a Bachelor’s of Science (BS) degree in Environmental Science from Stockton State College and a Masters of Environmental Science (MS) degree from Drexel University.

Edward G. Keebler, Co-Founder/Director

Mr. Keebler provides daily operational and management input to The EC Group companies. Mr. Keebler is responsible for the management of the companies, including financial, sales and marketing, and operations.

He was formerly with a Regional Consulting Firm where he served as Vice President/General Manager prior to formation of The EC Group. Mr. Keebler has managed environmental projects with budgets in excess of $ 5 million. He has 18 years experience in the environmental business conducting site assessments, developing UST management plans and implementing remedial actions.

Mr. Keebler conducts Preliminary Assessments (PA), Site Investigations (SI) and Remedial Investigations (RI) for various corporate clients.

Mr. Keebler has a Bachelor’s of Science degree in environmental studies from Chadwick University and an Advanced Associates of Science (A.A.S.) in accounting from Camden County College.

William C. Eddins - Manager, Kentucky Operations

Mr. Eddins is responsible for daily operation and management of the Frankfort, Kentucky office of The EC Group. Mr. Eddins is a former Commissioner of the Kentucky Department for Environmental Protection and was the founder and chairman of Pro-Tek.

Mr. Eddins has over 20 years of experience in the environmental field at the national, state, and local levels. Mr. Eddins worked in the Natural Resources and Environmental Protection Cabinet and served in various capacities, including Manager of the Enforcement Branch in the Division of Water, Assistant Director of the Division of Waste Management, Director of the Division for Air Quality and the Division of Technical Services in the Department for Surface Mining Reclamation and Enforcement, and Commissioner of the Department for Environmental Protection.

During this time, he served on several national and state committees dealing with the implementation of the Clean Air Act Amendments of 1990 and on Regional approaches to environmental issues dealing with water and waste matters.

Mr. Eddins was also the first Chairman of the Kentucky Petroleum Storage Tank Environmental Assurance Fund Commission.

Ross D. Denton, P.G., C.HG. - Manager, California Operations

Mr. Denton is responsible for the management oversight and quality assurance/quality control of all projects and all operations for the California office of The EC Group. Mr. Denton is a California Professional Geologist and Certified Hydrogeologist and has over 25 years experience with major corporations with responsibility for compliance, site assessment and remediation and program management.

Prior to joining The EC Group, Mr. Denton was a Senior Hydrogeologist for a National Consulting Company.

Mr. Denton also maintained a private practice for 5 years. His experience in the environmental and geological field includes 20 years with Unocal Corporation.

      Key Project Experience:

  • Program Manager for a $500,000 Site Investigation and Remedial Investigation of free product on groundwater. Project involved investigation of past site uses, which determined that several major oil companies previously occupied the subject site. Mr. Keebler aided the client in determining responsible parties and supporting legal actions to compel cleanup of the site by the responsible parties.

  • Program Director for a $5 million Site Investigation, Remedial Investigation, and Remedial Action resulting from the discharge of PCBs to soils, surface waters, wetlands and groundwater. Project was performed for a major financial institution.

  • Senior Project Manager for a $2 million UST Compliance Program for a major retail establishment. Developed compliance schedules, designed and implemented UST upgrades and/or closures, developed closure plans and reports, and developed and implemented corrective action programs.

  • Senior Project Manager for a $400,000 UST removal and remediation program as a subcontractor under a government POLRAC contract. Project involved the removal of forty-two (42) USTs and remediation of impacted soils. Earned prime contractor a 100% rating for performance under this delivery order.

John C. Kerelo, Senior Project Manager
Qualifications:
Mr. Kerelo has been a Senior Project Manager with The EC Group since 2003. Mr. Kerelo has 19 years experience in the environmental field managing environmental compliance programs. Immediately prior to joining The EC Group, Mr. Kerelo was the Director - Environmental Compliance for The Pep Boys - Manny, Moe & Jack, a nationwide automobile accessories retailer and automobile repair services company with over 600 facilities. Mr. Kerelo provided project management and environmental compliance services to clients, specializing in the automotive aftermarket service providers.

Joseph S. Nicosia, Project Manager
Qualifications:
Mr. Nicosia received his Bachelors Degree in Environmental Science from Stockton College in Pomona, New Jersey.  Mr. Nicosia’s education, experience, and personal interest are dedicated exclusively to his career as an environmental scientist and project manager.  His past study and experience encompasses environmental issues, ecological principals, spatial statistics and watershed hydrology.  The concentration of Mr. Nicosia’s education has been in the technological aspects of the environmental field.  The technological qualifications include extensive work in GIS mapping and GPS applications specifically ArcSuites and Trimble receivers and statistical computer work including Statistical Analysis Software, S-Plus and other analytical software.

      Key Project Experience:

  • Worked with various citizen groups and federal environmental officials in developing cleanup standards on site-specific projects. Using risk-based assessment, Maximum Contaminant Levels (MCLs) were established for cleanup of polychlorinated biphenyls (PCBs) at a facility in western Kentucky. As a result, the major manufacturer responsible for cleanup realized a savings of over $150 million.

  • Provided oversight of maintenance activities at a radioactive waste site located in eastern Kentucky. Duties included liner assessment, leachate sampling, EPA negotiations, solidification studies, and subcontractor management.

  • Worked with State legislators in developing various statutes and regulations on environmental issues for the Commonwealth of Kentucky. This included the development of risk assessment and risk management techniques at cleanup of State sites.

  • Conducted and participated in numerous public hearings and meetings. Results from several culminated in the successful entry of several major companies and the establishment of plants and businesses in the Commonwealth.

  • Reviewed and approved various state environmental regulations regarding air, water, and waste programs. Key administrator for the introduction of the Clean Air Act Title III and V regulations into State regulations.

  • Provided direct program management on implementing the Commonwealth's new Solid Waste Law.

  • Negotiated enforcement agreements with state and federal agencies on environmental pollution cases. For two major clients, penalties were reduced by $400,000 and $240,000, respectively.

  • Responsible for direct negotiations with USEPA on enforcement matters involving Kentucky's businesses. One example included a significant reduction in fines for a hazardous waste treatment facility.Provided direct project management for cleanup of numerous sites contaminated with releases from underground storage tanks. Remediation technologies included SVE, pump and treat, and bioremediation.

  • Presently serves as environmental resource person for three industry associations in the Commonwealth. Major regulations of concern include Title V and stormwater permitting.

Phillip M. Gordon, Senior Project Manager
Qualifications:
Mr. Gordon has over 16 years of experience in the environmental field with both regulatory agencies and private consulting firms. He worked in the Kentucky Department for Surface Mining Reclamation and Enforcement as a surface mining inspector and a permit application reviewer. Additionally, Mr. Gordon drafted regulations pertaining to surface mining in Kentucky. He served with the Kentucky Division of Disaster and Emergency Services as an environmental emergency coordinator. As a Senior Environmental Engineering Technologist with the Kentucky Division for Air Quality, he drafted state regulations related to air quality issues, prepared emissions inventories, and assisted in the development of State Implementation Plan (SIP) strategies. Mr. Gordon has directed the operations of three regional offices of an environmental consulting firm. Services provided included environmental site assessments, soil and water sampling, environmental permitting, and assistance with regulatory compliance issues. He has served as the practice manager for air quality in the branch offices of two additional consulting firms. Before entering the environmental field, Mr. Gordon spent ten years as an officer in the U.S. Marine Corps.

      Key Project Experience:

  • Key Writer of draft state regulations pertaining to the emissions of both toxic air pollutants and pollutants emitted by municipal solid waste and medical waste incinerators.

  • Key Assistant in the development of State Implementation Plan (SIP) strategies for the control of air pollutants identified as precursors to ozone formation. Compiled hydrocarbon emissions data for mobile sources in counties designated non-attainment for ozone.

  • Project Manager for the estimation of the emissions of toxic air pollutant emissions. After estimating the emissions, the resultant concentrations were modeled for a major manufacturing facility.

  • Project and Contract Manager for a U.S. EPA subcontract to inspect Underground Injection Control (UIC) well facilities in Kentucky and Tennessee.

  • Project Manager to prepare permit applications for construction and operation of air contaminant sources in Kentucky, Indiana, West Virginia, North Carolina, and Missouri. Ronald W. Blackwell, Senior Safety and Health Manager
Q
ualifications: Mr. Blackwell has worked in various environment, health, and safety management positions thus far in his career with national and multi-national companies including, Georgia Pacific Smurfit-Stone Container Corporation and Weyerhaeuser.  Mr. Blackwell has also held the position as the Director of Education and Training at the State of Kentucky Occupation Safety and Health department.  Mr. Blackwell also spent two years in the US Marines and ten years in the US Army, before being honorably discharged as a Commissioned Officer.  His industrial background, as well as his experience in health and safety regulatory affairs, allows Mr. Blackwell to provide unique perspective to our existing client base as well as expand the firm’s capabilities.

ualifications: Ms. Thorne has over ten years of experience in the environmental field in both the public and the private sector.  She assisted clients with development of Environmental Management Systems aligned to ISO 14001 as a Pollution Prevention Engineer with the Kentucky Pollution Prevention Center.  As a Senior Environmental Engineer with Alcoa, Inc. in Newburgh, Indiana, she developed air permit applications, coordinated stack testing efforts, trained plant personnel on Clean Air Act requirements, prepared the annual EPCRA Toxic Release Inventory report and performed environmental audits.  Ms. Thorne has also performed detailed engineering reviews of air permit applications for the Kentucky Division for Air Quality.

      Key Project Experience:

  • Senior Project Manager/Senior Hydrogeologist for a $500,000 Site Investigation and Remedial Investigation of free product on groundwater. Mr. Denton directed the installation of several monitoring wells and prepared plume migration and product extent models utilized to determine the mass and extent of free product. The models were successfully utilized to determine that off-site free product migration was not occurring.

  • Senior Project Manager/Senior Hydrogeologist for UST closure program. The UST closure program included numerous sites in Southern California. Mr. Denton managed various subcontractors for the physical removal of the UST, conducted post removal site assessments and remedial investigations and prepared UST Closure Reports for submittal to regulatory agencies.

  • Senior Project Manager/Senior Hydrogeologist for various Site Assessment and Remediation sites. Tasks included:

  • Preparation of project scopes of work, requests for proposal, work plans and project reports.

  • Evaluation, selection and monitoring of contractors and consultants.

  • Supervision of field operations: drilling, logging, sampling, construction and remediation.

  • Planning, budgeting, procuring, monitoring and reporting of project progress.

Kraig L. Morris, Project Engineer
Qualifications:
Mr. Morris has a degree in Chemical Engineering with over 7 years experience in the environmental business.  Mr. Morris’s professional background includes the management of environmental, remedial and construction related projects.  Project management tasks include: project safety, project and administrative accounting, generating budgets, review RFQ/RFP, project bidding, generating proposals and Remedial Action Plans (RAP), QA/QC project reports, regulatory compliance, contracts, generating project reports, permitting (SCAQMD, DTSC, SWPPP and local agencies), interface with personnel and onsite contract for the Chevron retail and terminal, production, superfund and abandonment business units located in Brea, San Ramon, Bakersfield and McKittrick, California.  Mr. Morris provided project management support for the Chevron Retail and Terminal Business Unit (RTBU), McKittrick Mine Reclamation and the Texaco Downstream Properties Inc. (TDPI) projects,  “hands-on” field support for various remedial and engineering projects for Chevron Environmental Management Company and United States Department of Defense - Edwards Air Force Base and supported Chevron’s Operational Excellence (OE), Capital Stewardship Organizational Capabilities (CSOC), Loss Prevention System (LPS) through the development and implementation of standardized procedures, processes and metrics within Chevron.

Site Engineer for Chevron Environmental Management Company and United States Department of Defense - Edwards Air Force Base, for the following projects:

  • Obtaining regulatory agency approval for remedial activities/remedial systems at various hydrocarbon-impacted locations throughout southern California.

  • Providing technical/management oversight during site assessments, groundwater monitoring, and remedial activities/remedial systems. 

  • Providing technical/management during the installation of dual extraction systems treating groundwater and soil vapor, the expansion of dual extraction wells that included the installation of piping for the transportation of contaminated water, vapors, and compressed air and for mobile dual-phase extraction treatment systems.

  • Field sampling and systems maintenance activities for multiple remediation sites and completion of operation and maintenance log books.

  • Preparation of quarterly, semi-annual, and annual monitoring reports for multiple remediation sites.

  • On-site re-vegetation operations for the Chevron McKittrick Mine Reclamation project.

  • Providing technical support for the Chevron Texaco Downstream Properties Inc. pipeline project.
